Mr. Vice Admiral (R) Juan Manuel Soltau Ospina, is President of the National Association of Practical Pilots of Colombia ANPRA since 2020, Master in International Relations; Master in National Security and Defense; Hydrographer of the Naval Oceanographic Office, United States; Physical Oceanographer of the Almirante Padilla Naval School; Naval Officer until reaching the rank of Vice Admiral in a 38-year career. 

Colombian leader in maritime and river affairs, with experience in various positions that is reflected in his results and achievements widely recognized in naval and maritime organizations and some of the main Universities and Research Centers.

 As president of ANPRA, the number of associates has increased; The regulatory agenda has been expanded with the port captains; The I and II Lessons Learned Congress was held with national and international participants; ANPRA training programs and courses were created, such as the MP-SISST, a course on occupational safety of the “Saving Lives” program, and the Technical Pilotage Instructions were published.
